The word is here translated "reprobate," as this well suits the phrase and contrasts their not approving to retain God in their knowledge with His giving them over to a "disapproved" mind. But it may rightly bear an active sense, and would then mean an "undiscerning" mind, as the sentence on their presumption in rejecting God after pretending to test and try the matter.
