 Here it is "the testimony," and accordingly the direction or scope "unto all," rather than the blessed result where it is received in faith. And therefore to "the testimony" it is consistently added "to which I was appointed preacher (or herald), and apostle," giving the first place to that which was not highest but most akin for proclaiming it (On 1 Timothy 2:5-7 by W. Kelly)
 From that House the testimony was to flow forth, the Apostle being the one used of God to preach grace and thus open the door of faith to the Gentiles (Acts 14:27). He can thus speak of himself as a preacher, an Apostle, and a teacher of the Gentiles in the faith and in the truth. (The Order of God's House: 1 Timothy 2-3 by H. Smith)
