Christians individually are the subject. They had the Spirit; the Apostle everywhere appeals to their consciousness of this fact. (Romans 8 by J.N. Darby)

J. N. Darby Translation

4
in order that the righteous requiremente of the law should be fulfilled in us, who do not walk according to flesh but according to Spirit.

JND Translation Notes

e
"Righteous requirement," as ch. 1.32; not the "habit of righteousness."

W. Kelly Translation

+
4
that the requirement of the law might be fulfilled in us that walka not according to flesh but according to Spiritb.

WK Translation Notes

a
The reader will observe that the true text of verse 4 is not a condition (if walking), but the fact or character, "those that walk."
b
I believe it should be "Spirit" (not "spirit," as if it was ours only) in verse 4, as well as 5, 6, and in 10 as well as 9, 13. The anarthrous construction does not deny the Holy Spirit to be in question, but presents it as character, rather than as the person objectively viewed.
