The method of citation is worthy of note here. Note that it is not one particular prophet, but "the prophets". And by that we are to gather, not that any one inspired writer said these words, but it is the spirit of the prophets who do speak of Him. (Remarks on Matthew 2 by W. Kelly)
It was the well-understood language expressive of contempt in that day: He should, in other words, be called a Nazarene. Nazareth was the most scorned of places. Not only did the men of Judea proper look down upon Nazareth, but the Galileans themselves despised it, though it was part of their own district. (Remarks on Matthew 2 by W. Kelly)

J. N. Darby Translation

and came and dwelt in a town called Nazareth; so thatc that should be fulfilled which was spoken througha the prophets, He shall be called a Nazaræand.

JND Translation Notes

+
c
"That that might be," ch. 1.22; "so that that should be," as here; and, "then was fulfilled," ver. 17, are never confounded in the quotations of the Old Testament. The first is the object of the prophecy; the second, not simply its object, but an event which was within the scope and intention of the prophecy; the third is merely a case in point, where what happened was an illustration of what was said in the prophecy.
a
Dia. see ch. 1.22; Jer 31.15.
d
Perhaps a reference to Isa. 11.1, the Hebrew for "Branch" being Netzer.

W. Kelly Translation
