We find that both were praying. Cornelius was praying when a vision came to him (10:30), and Peter was also praying when a vision came to him (11:15). A very interesting lesson this for preachers and listeners! (Cornelius and His Household by W.T.P. Wolston)
He was then converted, but did not know that salvation which had been announced by grace in Jesus, obtained for us on the cross. There are many people who, though they may have learned more than Cornelius, and who bear the name of Christians, have not got beyond this state. (Meditations on Acts 10 by J.N. Darby)
He was already a converted man, though a Gentile. But he did not know salvation proclaimed in the gospel. Therefore was Peter to be sent for, as Peter himself afterward explained (Acts 11:14). (Acts 10:1-16 by W. Kelly)
The known godly character of Cornelius was suited to silence the prejudices of the ancient people of God. He looked to God and served Him in faith, before He knew present salvation. (Acts 10:1-16 by W. Kelly)
To suppose all this in one destitute of life is absurd. Cornelius was born of God and walked accordingly, though he had not yet peace; and God was now about to meet the wants and longings of his soul by the full revelation of His grace in the gospel. (Acts 10:1-16 by W. Kelly)
