The Little Horn

"And there are seven kings: five are fallen, and one is, and the other is not yet come; and when he cometh, he must continue a short space.
And the beast that was, and is not, even he is the eighth, and is of the seven, and goeth into perdition.
And the ten horns which thou sawest are ten kings, which have received no kingdom as yet; but receive power as kings one hour with the beast.
These have one mind, and shall give their power and strength unto the beast.
These shall make war with the Lamb, and the Lamb shall overcome them: for he is Lord of lords, and King of kings: and they that are with him are called, and chosen, and faithful.
And he saith unto me, The waters which thou sawest, where the whore sitteth, are peoples, and multitudes, and nations, and tongues.
And the ten horns which thou sawest and the beast, these shall hate the whore, and shall make her desolate and naked, and shall eat her flesh, and burn her with fire.
For God hath put in their hearts to fulfill his will, and to agree, and give their kingdom unto the beast, until the words of God shall be fulfilled.
In the latter part of the preparatory judgments a man, "the little horn," will take over the ten horns, having in the meantime become kings, "plucking up three by the roots." He will not be one of the ten but will come out from among them. The little horn will take upon himself power over the whole prophetic earth, which will be the last phase of the empire in its full character, as emperor or beast, and for "one hour" the ten kings will willingly give their power and authority to him.
The Scriptures do not reveal what part the little horn has in the devouring and the trampling of the nations over the whole earth under his feet, as this may have been in progress before he came into power as the little horn (Dan. 7:1919Then I would know the truth of the fourth beast, which was diverse from all the others, exceeding dreadful, whose teeth were of iron, and his nails of brass; which devoured, brake in pieces, and stamped the residue with his feet; (Daniel 7:19)). It is clear that at the end time he will carry all of the power, both in the western earth and the regions beyond it which will have been subdued.
"And I will give power unto my two witnesses, and they shall prophesy a thousand two hundred and threescore days, clothed in sackcloth.
These are the two olive trees, and the two candlesticks standing before the God of the earth.
And if any man will hurt them, fire proceedeth out of their mouth, and devoureth their enemies: and if any man will hurt them, he must in this manner be killed.
These have power to shut heaven, that it rain not in the days of their prophecy: and have power over waters to turn them to blood, and to smite the earth with all plagues, as often as they will.
He will destroy the two witnesses.

"And another shall rise after them; and he shall be diverse from the first, and he shall subdue three kings.
"I beheld, and the same horn made war with the saints, and prevailed against them" (Dan. 7:2121I beheld, and the same horn made war with the saints, and prevailed against them; (Daniel 7:21)).

"The beast that was, and is not, and yet is" has few things said of him because his time is short, perhaps not much over a year.
Because of the impossible conditions existing throughout the western earth, Satan will energize this man, to whom he has given his own power and authority, to take over every facet of the prophetic earth. Because of urgency he will exact obedience and worship, using religion to subdue all to himself. The ten horns together with the beast (man) will overthrow and confiscate all that belongs to the woman and finally destroy her (Rev. 17:1616And the ten horns which thou sawest upon the beast, these shall hate the whore, and shall make her desolate and naked, and shall eat her flesh, and burn her with fire. (Revelation 17:16)).
"And the third angel followed them, saying with a loud voice, If any man worship the beast and his image, and receive his mark in his forehead, or in his hand, The same shall drink of the wine of the wrath of God, which is poured out without mixture into the cup of his indignation; and he shall be tormented with fire and brimstone in the presence of the holy angels, and in the presence of the Lamb: And the smoke of their torment ascendeth up forever and ever: and they have no rest day nor night, who worship the beast and his image, and whosoever receiveth the mark of his name" (Rev. 14:9-119And the third angel followed them, saying with a loud voice, If any man worship the beast and his image, and receive his mark in his forehead, or in his hand, 10The same shall drink of the wine of the wrath of God, which is poured out without mixture into the cup of his indignation; and he shall be tormented with fire and brimstone in the presence of the holy angels, and in the presence of the Lamb: 11And the smoke of their torment ascendeth up for ever and ever: and they have no rest day nor night, who worship the beast and his image, and whosoever receiveth the mark of his name. In the western part all of his subjects will be forced to worship his image and to carry his mark. (The Scriptures such as Rev. 13:1414And deceiveth them that dwell on the earth by the means of those miracles which he had power to do in the sight of the beast; saying to them that dwell on the earth, that they should make an image to the beast, which had the wound by a sword, and did live. (Revelation 13:14) identify the personal beast or little horn as the beast which had the wound by a sword, and did live.)
"I beheld till the thrones were set, and the Ancient of days did sit, whose garment was white as snow, and the hair of his head like the pure wool: his throne was like the fiery flame, and his wheels as burning fire.
A fiery stream issued and came forth from before him: thousand thousands ministered unto him, and ten thousand times ten thousand stood before him: the judgment was set, and the books were opened.
"But the judgment shall sit, and they shall take away his dominion, to con- sume and to destroy it unto the end.
And the kingdom and dominion, and the greatness of the kingdom under the whole heaven, shall be given to the people of the saints of the Most High, whose kingdom is an everlasting kingdom, and all dominions shall serve and obey him.
"But the saints of the Most High shall take the kingdom, and possess the kingdom forever, even forever and ever" (Dan. 7:1818But the saints of the most High shall take the kingdom, and possess the kingdom for ever, even for ever and ever. (Daniel 7:18)).
Besides what has just been quoted from Revelation, a quotation from Dan. 7 completes what is said of the personal beast, "the little horn." His end will come when he and the false prophet make war with the Lamb as He comes out of heaven to deliver His earthly people, to put down all evil, and to set up His throne. This introduces the day of the Lord.
