One Allusion to Speaking in Tongues in the Old Testament

It is quoted by the Apostle Paul in 1 Cor. 14:21, proving that it refers to the gift of tongues. " For with stammering lips and another tongue will He speak to this people " (Isa. 28:11). Tongues were to be given, not as a sign of favor, but rather the reverse, "Yet they would not hear... that they might go, and fall backward, and be broken, and snared, and taken " (verse 13).
