Lawgiver

This in the first place refers to God; but in human affairs He is pleased to delegate His authority to the rulers, and Judah is twice mentioned as God’s lawgiver (Gen. 49:10¹⁰The sceptre shall not depart from Judah, nor a lawgiver from between his feet, until Shiloh come; and unto him shall the gathering of the people be. (Genesis 49:10); Num. 21:18¹⁸The princes digged the well, the nobles of the people digged it, by the direction of the lawgiver, with their staves.
