 When this great mercy reaches Israel their plight will be very great, as we may infer from verse 24, and the opening verses of Zechariah 14 confirm the inference. Just when they appear to be the helpless captives of their foes there will be a tremendous intervention of Jehovah for their deliverance. (Isaiah 49:5-51:16 by F.B. Hole)
